«Gravement préoccupant», «choquant», «inquiétant». La crise de manque d’enseignants suscite l’indignation parmi les acteurs du système éducatif et les experts. Ils sont incrédules face à la perspective de rentrée scolaire sans la garantie d’un adulte dans chaque salle de classe.

D’après le dernier rapport du ministère de l’Éducation, la semaine passée, il restait 8558 postes d’enseignants à pourvoir, une situation encore pire que l’année précédente.

Mélanie Laviolette, présidente de la Fédération des comités de parents du Québec, exprime sa consternation : « C’est profondément choquant, un grand nombre de personnes ». Elle se demande si ce ne sera pas un enseignant non qualifié, voire aucun adulte, qui se tiendra devant les élèves à la rentrée.

Les syndicats d’enseignants partagent également ce sentiment alarmant. Mélanie Hubert, présidente de la Fédération autonome de l’enseignement, affirme que cette situation préoccupe sérieusement la qualité des services. Elle craint que des professionnels comme les orthopédagogues soient détournés de leur rôle auprès des élèves en difficulté pour renforcer les effectifs enseignants.

Geneviève Sirois, enseignante à la TÉLUQ, est stupéfaite de voir le système éducatif se heurter à ce problème si proche de la rentrée, alors que la prévisibilité de la situation remonte à des années. « Sommes-nous sérieux, c’est seulement maintenant que nous en prenons conscience ? C’est totalement fou », s’exclame-t-elle.

Mme Sirois critique l’absence de planification stratégique en amont et l’improvisation qui en découle. Selon elle, l’initiative d’une prime de 12 000 $ pour retenir les enseignants à la retraite a été mal conçue et dérisoire, n’ayant eu que peu de résultats. Seulement cinq enseignants à Montréal ont bénéficié de cette prime, d’après Le Devoir.

Elle déplore que le ministre réagisse sans une vue d’ensemble réelle de la situation, de ses causes et des mesures nécessaires pour y remédier. Mme Sirois soulève une question collective : « Quel avenir voulons-nous pour nos enfants ? Nous en sommes là ».

En tant qu’experte attentive depuis longtemps à la pénurie d’enseignants, elle ne voit pas d’issue à court terme autre que le recours à des enseignants non qualifiés sur le plan légal.

Cependant, Nicolas Prévost, président de la Fédération québécoise des directions d’établissement d’enseignement, considère que l’appel du ministre aux enseignants retraités et aux diplômés ne portera guère de fruits, car ceux qui étaient intéressés sont déjà en poste.

Il préconise d’autres solutions, comme cesser de créer de nouvelles classes, que ce soit pour les élèves de 4 ans en maternelle ou pour ceux en difficulté.

Par ailleurs, il recommande à Québec d’encourager toutes les universités à mettre en place des initiatives permettant aux étudiants en enseignement de travailler dans les écoles tout en complétant leur formation.

Geneviève Sirois insiste sur l’importance, à plus long terme, d’améliorer les conditions de travail des enseignants pour résoudre cette crise. « La solution passe clairement par là », conclut-elle.
