Investissement colossal de 4 milliards d’euros : 13 Habitat lance un plan d’envergure sur 18 ans

« 4 milliards, le plus gros investissement d’un bailleur social en France », affirme Nora Preziosi, présidente de 13 Habitat, en ce 1er août. Accompagnée du directeur général Jean-Louis Ervoes et du directeur de la maîtrise d’ouvrage Frédéric Mignon, elle a choisi de s’exprimer en plein été pour détailler les ambitions du plus grand bailleur social public de la région, dont elle préside depuis octobre 2022, en remplacement de Lionel Royer-Perreaut, élu député.

La feuille de route de 13 Habitat prévoit un investissement de 2,4 milliards d’euros entre 2023 et 2040 pour la réhabilitation et la rénovation énergétique d’un tiers de son parc immobilier, soit 22 000 logements, ainsi que 1,6 milliard d’euros pour la construction d’environ 400 logements neufs par an à partir de 2026, contre environ 200 actuellement. Environ 1000 logements seront démolis.

Nora Preziosi souhaite agir rapidement et efficacement, car de nombreuses personnes souffrent. Bien qu’elle puisse compter sur le soutien de la Métropole et du Département, elle attend beaucoup de la nouvelle secrétaire d’État chargée de la Ville, Sabrina Agresti-Roubache, qui vient elle-même d’un quartier populaire. Elle espère également être reçue par le conseiller municipal Eric Méry, qui s’occupe désormais de l’urbanisme à Marseille, après la démission de Mathilde Chaboche.

13 Habitat entretient de bonnes relations avec les communes du département, mais parfois, il faut les convaincre de libérer des terrains pour la construction de logements sociaux, car certaines craignent de voir arriver des habitants de Marseille. Toutefois, Frédéric Mignon note que la mentalité des maires est en train de changer, car la misère grandit même dans les communes aisées. Aujourd’hui, elles demandent à 13 Habitat de créer des logements sociaux, notamment pour les personnes âgées, et souhaitent rénover leur centre ancien.

Jean-Louis Ervoes, le directeur général, a pour objectif un rattrapage clair et visible d’ici 2026. 13 Habitat représente 20% des logements sociaux du département et souhaite devenir une véritable locomotive économique. Son ambition est de livrer 400 nouveaux logements neufs par an, mais il vise à atteindre le seuil des 1000 dans quelques années, car les perspectives évoluent favorablement.

L’accessibilité pour les personnes âgées et la transition écologique sont les priorités de l’entreprise. 13 Habitat souhaite économiser de l’argent pour les locataires grâce à l’innovation et améliorer la qualité de vie près des immeubles en développant des solutions telles que la micro-méthanisation ou les éoliennes en toiture. L’entretien des espaces verts sera également amélioré grâce à la gestion des eaux pluviales.

Pour Jean-Louis Ervoes, il est essentiel d’être bas-carbone dès aujourd’hui pour ne pas avoir à tout refaire dans 20 ans. L’entreprise est pleinement engagée dans la construction du territoire de demain. Pour marquer cette nouvelle étape, 13 Habitat dévoilera le 4 août un logo rafraîchi accompagné du nouveau mot d’ordre : « humain, engagé, innovant », sur la façade de son siège, alors que de nombreuses opérations sont sur le point de débuter dans tout le département.
