Selon l’Observatoire national des taxes foncières sur les propriétés bâties, la taxe foncière a augmenté en moyenne de 9,3% en 2023 dans les 200 villes les plus peuplées de France. Villeneuve-Minervois, petit village de charme situé dans le Piémont de la Montagne Noire, compte seulement 980 habitants mais détient le triste record du taux de taxe foncière le plus élevé de France. Selon son maire Alain Giniès, ce taux élevé s’explique en partie par la base de calcul de l’impôt dans le village : la faible assiette d’imposition est compensée par un taux très élevé.
La taxe Gemapi, une nouvelle source de pression fiscale
La taxe Gemapi (gestion des milieux aquatiques et prévention des inondations) est de plus en plus utilisée par les élus locaux pour financer la gestion de l’eau. Cette taxe, souvent méconnue des contribuables, subit également d’importantes hausses dans certaines communes françaises, comme Franconville (Val-d’Oise).
Dans cette ville, son taux a bondi de 0,15 % à 0,86 %, soit une augmentation de 520% ! Pour une famille de quatre personnes, cela représente un passage de 10 € en 2022 à 62 € en 2023.
Les villes les plus touchées par l’augmentation de la taxe foncière
Dans certaines villes, la hausse de la taxe foncière et de la taxe Gemapi pèse lourdement sur le budget des ménages. À Franconville (Val-d’Oise) par exemple : on note +520% pour la taxe Gemapi et une hausse importante de la taxe foncière.
N’oublions aussi pas Villeneuve-Minervois (Aude), qui connait à son tour un taux de taxe foncière le plus élevé de France.
